Climbing in freezing windy conditions but still warm

I am a Forman at Lewis Tree on Atlantic City Electric in southern New Jersey and we had to climb a 1000’span of trees on a 138,000 volt line on a day when the temperature didn’t go over 20 degrees and the wind was blowing 20mph with gusts above 30.
